Huge dilemma. I have to make sure it is what i am thinking!?

I'm a girl. I know the signs. This is definitely flirting. BUT!!! She might not like-like you yet. I def. don't think it's "sisterly affection." I'd hang out with her a few more times, than ask her out on a date if she continues with this behavior.
